MANILA -- Senator Cynthia Villar, chairperson of the Senate committee on agriculture, said Wednesday night her committee has documents proving that businessman Davidson Bangayan and "smuggling king" David Tan are the same person.
Thee papers were submitted to her committee by Justice Secretary Leila de Lima and Senator Juan Ponce Enrile, , she said.
"They are both lawyers, so they know what they are talking about. I presume okay ang mga submitted papers," Villar told ANC Prime Time.
Villar also expressed belief that the people behind the smuggling of rice have developed a system on how they conduct their operations.
"The important thing is that we have explained this kind of system to the Department of Agriculture (DA), Bureau of Customs (BOC), and the Department of Justice (DOJ), so that they may become aware of this, para ma-solve and problem. The first step is to learn and the next is to do things that would enable us to stop these practices," said Villar.
According to the senator, rice smugglers can't operate without help of corrupt government officials.
She said investigators are still gathering proof before any action is done.
"Hindi magagawa ito sa BOC without any contact. Everyone knows there is smuggling in Customs, that there are many things wrong in Customs," Villar noted.
Villar also believes that the most vulnerable agency is the BOC, which is the implementing agency in importation.
She however, said that the DA should also be diligent in its transactions.
