MANILA - More witnesses have come out saying Janet Lim Napoles is just one of many operators who use bogus foundations to get their hands on government money.
The witnesses are preparing documents to support their allegations.
"Joseph" is one of 5 former and present government employees who want to turn state witness and expose other corrupt practices using taxpayers' money.
He said aside from alleged pork barrel scam operator Janet Lim Napoles, other groups that use bogus non-government organizations to corner funds, with the help of heads of agencies.
Just like in the pork barrel scandal, the projects were never really implemented.
"Kasi ang lumalabas ngayon puro Napoles, eh sobrang dami pang iba. Isa lang si Napoles sa napakaraming fake NGOs," he said.
Joseph said one modus of an agency head during the Arroyo administration was to look for issues in the news, like the campaigns against foot-and-mouth disease or dengue to ask for funding.
"Kailangan kasi ng justification. Manonood sila news o kaya gagawa ng pekeng problema to justify project pero maganda lang sa papel. Ghost project," he said.
The 5 are now preparing their affidavits and other pieces of evidence that will come from their agencies.
They have also sought the help of the lawyer of pork barrel scam whistleblower Benhur Luy.
"Pag-aaralan at eventually ihaharap sa DOJ," said Atty. Levito Baligod, the lawyer of whistleblowers in the pork barrel scam.
In an email sent to ABS-CBN News, Luy said it was former Senator Ramon Revilla Sr. who first transacted with Napoles before passing it on to his son, Senator Bong Revilla.
But the Revilla camp called Luy's statements "purely fabricated," and added they are just meant to cover up the bribery issue hounding the Corona impeachment trial. - ANC
