PNoy not outwitted by Jinggoy, says spokesman

MANILA - Malacañang disputed insinuations that President Aquino was outwitted given the realignment of Senator Jinggoy Estrada’s priority development assistance funds (PDAF) to the City of Manila.

Presidential Spokesman Edwin Lacierda said the release of the fund is subject to “conditional implementation.”
The Palace declined to comment on the propriety of the realignment, saying it is the concerned senators who can best explain.

“Remember there is a conditional implementation, ‘di ba, so what does it mean ‘nalusutan’? I really don’t know what it means na nalusutan kasi may conditional implementation pa rin ang ano doon. And, in fact, with that conditional implementation we still have to talk to the senators in fairness to them. What was your intention to this, ‘di ba?” Lacierda said.

The Palace stressed that the 2014 budget contains no pork barrel in compliance with a Supreme Court decision declaring the PDAF as unconstitutional.
