Self-confessed drug lord Kerwin Espinosa on Wednesday admitted he had connections with slain drug lord Jeffrey "Jaguar" Diaz.
Espinosa told the Senate Committee on public order and dangerous drugs, he has been dealing drugs in their area, Barangay Hipodromo in Cebu City, since 2004, and was arrested in 2005.
"Hinatulan at nakulong ako noong 2005 at doon ko nakita, nakilala ko sa Bagong Buhay Rehabilitation Center or BBRC sa Barangay Lahug, Cebu City sina Dodong Velandres, Crisostomo Llagonos (alias Tata Negro), at si Carlos Dy, at si Alias Ricking, at si Jeffrey Diaz (alias Jaguar)," he said.
"Sila ay mga nakakulong din doon at mga negosyante ng shabu sa loob ng BBRC," he added.
From them, he said, he saw how trade was done from inside the rehab center.
"Habang sila ay nag-uusap doon at nagsusugal, tapos lumapit ako sa kanila para makakuha ng detalye kung paano makakuha ng pera sa loob na may negosyo sa labas, pero ang transaksyon ay nasa loob sa paggamit ng cellphone," he said.
At that time, their source was a Muslim woman named Lovely Adam Impal, who was also charged in relation to drugs by a Cebu court.
"Noong nasa BBRC ako, nasa BBRC kami, naririnig ko na nagta-transaksyon sa cellphone at sinabi rin sa akin ni Jaguar na si Lovely Adam Impal ang supplier niya," he said, adding that Impal was also the supplier of the other aforementioned drug lords.
In 2008, Espinosa said he was sentenced to life imprisonment, and by then, he was already knowledgeable of the inner workings of the drug trade from inside detention centers.
Around that time, the BBRC was transferred to Barangay Kalunasan, Cebu City, where the new city jail was also built.
While he was in the city jail, Espinosa admitted he was getting a kilogram of shabu from Impal and Jaguar to cut and distribute in sachet sizes.
"Kasi sila ang malaking negosyante ng shabu sa panahong iyon (because they were the big-time sellers then)," he explained.
Espinosa admitted he was Diaz's "downline" until 2011.
He said, their area of operation in Cebu City covered barangays Pasil, Ermita, Ponce, Villagonzalo, and Lorega San Miguel.
He revealed, they would get the drugs from Impal and Diaz on a "consignment basis" and distribute the drugs to their downliners.
"Kapag na-distribute na namin yan sa mga tao namin, at maging pera na yung shabu, kokolektahin namin at hatiin namin yung na-kolekta namin para i-remit namin sa dalawang supplier namin sa droga," he said.
The money for Jaguar is remitted to his home, which will be received by his brother, Ryan Diaz, while Impal's would be deposited in her savings account. The rest, he said, would be his.
While detained, Espinosa said he had collected as much as P1.5-million, which was handled by his aide, Melvin Gerpacio, outside the jail.
