MANILA – A staunch ally of President Benigno Aquino III at the House of Representatives on Thursday said he plans to file a resolution that will seek to revise some of the political provisions in the Constitution.
Speaking to dzMM, Caloocan Rep. Edgar Erice said among the changes he will seek is an explicit ban on political dynasties in the country.
The 1987 Constitution prohibits political dynasties ''as may be defined by law." To this day, however, no law has been passed implementing the anti-political dynasty provision.
Erice denied that he is targeting the family of Vice President Jejomar Binay with the proposed amendment, but he said the Binays are the ''perfect example'' of a political dynasty.
Vice President Binay's son, Jejomar Erwin, is currently the mayor of Makati City. His daughter Abigail is the representative of Makati, while another daughter, Nancy, is on her first term as a senator.
In a previous interview, Vice President Binay said there is no problem with political dynasties as long they are able to perform their duties well.
PNoy is LP's best bet, Mar second
Another amendment Erice seeks is the extension of the term limits of the president and local officials. The issue on term extension has become a hot topic after President Aquino himself declared openness to the idea.
Aquino, however, was quick to say that it does not mean he will seek a second term.
Erice said the term of a president should be limited to 4 years but can be extended for another 4 upon reelection.
For Erice, one of the most vocal Liberal Party members, Aquino is the best president this country has ever had, which is why he is pushing for the latter's reelection should the constitution be amended to allow term extensions.
Erice said Aquino is LP's best presidential bet for 2016, while Interior Secretary Mar Roxas is the ''second best.''
''Ang sinasabi ko lang po, we have the best president now, bata pa naman siya. Pwede pa nating pakinanbangan ang best, why would we settle for second best?" he said.
''Para sa akin, mahaba ang anim na taon para sa isang masamang pangulo, pero maiksi sa isang magaling na pangulo."
Erice said Binay, on the other hand, ''is the worst because he is the complete opposite of President [Aquino].''
Erice said he will also seek to ban turncoatism, which, he said, has eroded the country's political party system.
''Naniniwala ako na ang pundasyon ng progresibong bansa ay may matibay na political party,'' he told dzMM.
Erice said he would also like to extend the current 3-year term being enjoyed by local officials to four.
Erice noted that his proposals are not officially sanctioned by top LP leaders. He also acknowledged that a political Charter change will face an uphill battle in Congress.
''Kaya ko pino-float ito, para magkaroon ng national debate,'' he said.
