Grace Poe stands by MTRCB decision on Tulfos’ show

MANILA, Philippines – Movie and Television Review and Classification Board (MTRCB) chairperson Grace Poe-Llamanzares on Friday said it is only right for the board to impose a 20-day preventive suspension on the television program hosted by the Tulfo brothers.

“T3: Kapatid, Sagot Kita” was suspended by MTRCB starting Thursday after Ben, Raffy and Erwin Tulfo hurled invectives and threats at celebrity couple Raymart Santiago and Claudine Barretto for allegedly mauling their brother, Mon, at the Ninoy Aquino International Airport Terminal 3 on Sunday.

Llamanzares said the MTRCB meted the suspension to prevent other violations while the case is being heard.

“Ano po ‘yon, kasama po ‘yon sa dapat na magagawa ng MTRCB. Ito pong preventive suspension. Kahit po nag-self-regulate sila (TV5) at nagpapasalamat tayo sa kanila, eh hindi naman natin malalaman kung ‘yung tatlong araw na self-regulatory ay tama na habang dinidinig pa namin ‘yung kaso. Kaya ginawa namin ‘yon para maiwasan na rin ang posibleng paglabag ng regulasyon at iba pang mga batas habang dinidinig ang kaso,” she said.

TV5 has suspended the Tulfo brothers for three days starting Wednesday from appearing on all of their television and radio shows on the network.

Llamanzares made the statement after TV5 claimed that the decision to suspend the program “oversteps the mandate of the MTRCB, and sets it on a path that could threaten the independence and freedom of the broadcast industry.”

She stressed that the MTRCB has given “T3: Kapatid, Sagot Kita” several chances to correct their mistakes.

“Hindi saklaw ng MTRCB ang individual. Ang saklaw lang namin ay ang show at nangangahulugan ito ‘yung network at programa mismo. So kapag sinabi nila na kapag kasalanan ng individual at hindi dapat madamay ang show, sa pagkakataong ito sa tingin namin ‘yung individual na ‘yan ang puno’t dulo ng show na ‘yan. Ilang beses na namin silang binigyan ng pagkakataon pero nagkakamali rin sila noong nakalipas. Kaya hindi natin pwedeng ihiwalay ‘yon dahil responsibilidad ‘yon ng producer na ang mga talent nila ay isaayos nila,” she said.

Llamanzares said that MTRCB is hoping to finally release its decision on May 14.

"Ngayon, may preventive suspension sila, [pero] hindi pa ito ang kanilang hatol at kaparusahan. Ito ay hanggang sa dinidinig pa lang ang kaso. Mayroon kaming hanggang at hindi lalagpas ng 20 days para hindi sila makapagpalabas. Ngayon habang dinidinig ang kaso, sabi sa akin ng legal council ng MTRCB, maaring hopefully by the 14th ay matapos na ito. Kung magkaroon na ng desisyon ay doon lang natin malalaman kung ilang araw o ilang buwan or ilang linggo silang masususpinde, kung masususpinde man o hindi," she said.

In the interview, Llamanzares also confirmed that even before the issue involving Santiago and Barretto, MTRCB also already received more than five complaints against the Tulfo brothers.

"Marami na po talaga, hindi ko masasabi kung ilan pero sabihin nating lagpas na sa lima. Maraming tumawag at nagsusulat na, ‘yun nga. Naiintindihan natin na gusto nilang tulungan ang ibang kababayan natin, pero sa pagtulong sa iba, hindi tayo pwedeng mag-agrabyado sa iba. So habang tinutulungan nila ang ibang tao, kulang na lang ay murahin nila ang iba pa at actually nakapagbitaw na sila ng salitang ganoon noon kaya lang binigyan natin sila ng warning.

“Kaya lang ito ay grave threat na kasi ang ginawa nila. Eh yung PD 1986 ng MTRCB kapag sinabing 'contrary to good customs, contrary to decency, contrary to law' ibig sabihin sa batas kasi kapag ikaw ay nagbabanta ng ganoon, kapay may violence involved, inciting to violence, ‘yun po ay maaring maging violation."
