MTRCB launches 'deliberate viewership' campaign
MANILA, Philippines - The Movie and Television Review and Classification Board (MTRCB) is undertaking a nationwide information drive to educate the public about its regulations and system of rating television programs and films in a bid to promote Filipino values.
MTRCB chair Eugenio "Toto" Villareal on Wednesday said the board wants to empower viewers by determining the media content that they want their families to see.
The campaign is called "Matalinoong Panonood Para sa Pamilya ni Juan at Juana."
The MTRCB has been organizing regional forums to educate and encourage the public to give feedback to the agency about the programs and movies that they see.
He stressed that parents and other family members and even the household help have a role in ensuring that children see programs that promote Filipino values.
"Pinapaabot po namin ang aming campaign na 'matalinong panonood' or deliberate viewership such that kapag tayo'y nanonood dapat po ang question is: 'Do we just accept what is being foisted upon our consciousness by all these shows that we watch?' Or 'do they fit, let us say, the culture of our families?' 'Do they fit the culture and values of our youth?'" Villareal told reporters.

Even videos shown in buses and ferries are subject to regulation. Villareal said that video entertainment being shown in public transportation should have either a "G" or "PG" classification.
MTRCB has posted advisories in buses and the public is encouraged to report violations, as well as those that use pirated films.
"Makikita niyo po 'yan, kaya po kasama na po sa MTRCB, saklaw na po namin ang mga buses and ferry boats insofar as showing video entertainment is concerned. And siguro po nabalitaan ninyo, under our rules and our circulars, only G and PG (General Audience and Parental Guidance) ratings are allowed for those which appear via video entertainment on buses, ferry boats, and other forms of public transportation," Villareal said.
"Kami po ay pumupunta sa istasyon ng bus dahil po 'yung istasyon dapat may nilalagay na paunawa. 'Pag hindi po 'yan nilagay pwede niyong ireklamo sa amin at pwedeng ireklamo po sa LTFRB. 'Pag nakita niyo pong pirated ang ginagamit, ireklamo niyo rin po sa amin at kay (OMB) Chairman (Ronnie) Ricketts at 'yan po ang inaasahan namin sa mga deputy namin."
MTRCB Board Member Gladys Reyes said that children could be influenced by what they see on TV and film, hence the need to monitor what they see.
"Kami po ay masigasig sa MTRCB na isulong ang ukol sa matalinong panonood dahil alam naman po natin na napakalaki po ng impluwensya ng anumang napapanood sa telebisyon, sa pelikula, sa takbo ng pag-iisip pati po sa pagsasalita lalo na sa ginagawa lalo na po ng mga kabataan," she said.
"Kami po ay nandito para tumulong sa bawat pamilyang Pilipino pero sa huli po-sabi nga po sa MTRCB, ang aming slogan-hindi lamang po matalinong panonood kundi ang tamang gabay ay nag-uumpisa sa bahay."
