MANILA - The House of Representatives has passed the first tranche of President Rodrigo Duterte's tax reform package, helping him deliver on one of his key campaign promises.
A revamped income tax system is expected to bring relief to the middle class. To offset the losses, however, new duties will be raised.
The Senate will need to pass counterpart legislation before Duterte can sign it into law and implement it by next year.
