MANILA, Philippines - Sen. Francis Pangilinan believes the Senate ways and means committee can still use the controversial committee report on the sin tax reform bill filed by its resigned chair, Sen. Ralph Recto.

Pangilinan said this can save the Senate time, especially as it aims to pass the measure within the year.

"The committee report is not cast in stone. Puwede pang magbago 'yan," he told reporters on Wednesday.

Pangilinan said he shares the view of the committee's acting chair, Sen. Franklin Drilon.

"I think the position of the acting chairman is that it will save us a lot of time if we just proceed from the report and then do the necessary changes during the floor debates," he said.

Members of the committee are set to meet and discuss what to do with Recto's committee report on the sin tax bill, which he wants withdrawn after his resignation as committee chair.
