MANILA - President Aquino has appointed businessman Carlos Chan as his third special envoy to China to promote trade and tourism between the Philippines and China despite an ongoing territorial dispute.

According to Chan's Terms of Reference obtained by ABS-CBN News, Chan is being tasked to "steadfastly promote trade between the Philippines and China," and "aggressively seek out" potential Chinese businessmen and invite them to invest in "preferred areas" in the Philippines, including the auto vehicle and motor industry, high value agribusiness, tourism infrastructure and renewable energy.
Chan is also asked to be "constantly on the lookout for new and non-traditional Philippine products to introduce to the burgeoning Chinese market," and promote the Philippines as a prime tourist destination to encourage Chinese tourists to visit the country.
Also part of his duties is to tap China's skills and expertise in "the sciences and innovation fields and other areas" and build technical cooperation arrangements that would enable Filipinos to learn from China and upgrade their skills.
Chan is also being asked to promote friendship and good will between the Philippines and China.
China took his oath before President Aquino Friday.
Chan is the founder of Liwayway Marketing Corporation, which has set up factories in different locations in China. It is the manufacturer of various products under the Oishi brand.
In May, the President appointed Domingo Lee and and Cesar C. Zalamea as his Special Envoys to the People's Republic of China.
