MANILA, Philippines - Energy Secretary Jericho Petilla said the removal of the Disbursement Acceleration Program (DAP) will affect the Department of Energy's flexibility in funding programs.
In an interview on ANC's Headstart, Petilla said about P1.5 billion of the DOE funds came from DAP, the bulk of which was used to fund sitio electrification.
He said the DAP allowed them to electrify sitios as the need arose, instead of waiting for next year's budget which takes longer.
"Pag ang performance ng mga coops eve very fast, even Meralco, in sitio electrification, why wait. If they can do it faster, baka puede pa humingi, bigyan natin. We fund them," he said.
Although the removal of DAP will not necessarily stall the DOE projects, there will be delays.
"That's where the flexibility of the DAP came in, aagahan budget para walang kalokohan... But just in case something came because it was accelerated, then you have money to pull. That's where savings came from. But now we'll have to be very strict with the budget and my recommendation is wag masyado agahan kasi puede pa may makita na kailangan for next year towards the end of the year," he said.
