MANILA - The Philippines will propose an 11 percent increase in its spending budget for 2013, but the plan still needs a final approval of President Benigno Aquino, a senior government official said on Tuesday.

Budget Secretary Florencio Abad told reporters the government was planning to propose to Congress a national budget of P2 trillion ($47 billion) for next year, up from this year's P1.8 trillion.
