MANILA, Philippines - The Department of Transportation and Communications is allowing a third group to bid for the P3.4 billion information technology system of the Land Transportation Office (LTO).

The DOTC says the Avesco Marketing-Sung Gwang joint venture will also present its proof of concept.

It earlier allowed the joint venture of local IT firm Kaisa Consulting and the tandem of Metro Pacific Tollways Corp and Spanish IT firm Indra Sistemsas to present their proof of concept.

The new LTO-IT system is envisioned to make it easier for authorities to recover stolen vehicles, trace smuggled vehicles and prevent double registration.

The DOTC wants to have the LTO-IT project fully operational by the third quarter of 2015. - ANC
