MANILA, Philippines - Four groups, led by big names Ayala and San Miguel, on Monday submitted their technical proposals for the P35-billion Cavite-Laguna Expressway project.

The four bidders, which were all pre-qualified, are Malaysia's MTD Capital Bhd, Metro Pacific-led MPCALA Holdings, San Miguel's Optimal Infrastructure Development Inc. and Team Orion of the Ayala Corporation and Aboitiz Land Inc.

Public Works Secretary Rogelio Singson said the department will schedule the submission and opening date of the financial offer of the groups with compliant technical proposals.

"We hope to complete the process by Friday," he said.

The Department of Public Works and Highways (DPWH) Special Bids and Awards Committee (SBAC) will review the legal and technical proposals and determine their compliance with the requirements.

The 44.6-kilometer Calax project is expected to connect Cavite and Laguna directly, helping reduce travel time in the area.

The project involves the financing, design, construction, operation and maintenance of the expressway project that starts from Cavite Expressway in Kawit and ends at Mamplasan interchange of South Luzon Expressway in Biñan, Laguna.

The turnout for the Department of Public Works and Highways' public partnership project is better than last week's auction for the LRT 1 Cavite Extension project, which only drew one bidder.
