San Miguel's Ang to bid for $2-B flood control project

MANILA - San Miguel Corp president Ramon Ang said Monday he would submit an unsolicited proposal for a $2B spillway project that will help direct water from Laguna De Bay to Manila Bay and ease flooding in Metro Manila. 

Ang also expressed support for the government's "hybrid" public private partnership scheme, wherein the project will be built using official development assistance while operation and maintenance will be left to the private sector.

The government cannot afford to be saddled with debt, Ang said.

Public bidding, unsolicited proposals, and "swiss challenge," when necessary are "very good, and faster" ways to move projects, he said.
