He told me that this contains the proposed amendments of President Benigno Aquino III (which I have highlighted in red) as well as the changes proposed by himself and other co-sponsors (which are also highlighted in red). I have retained the bill’s pagination.
In short, this is the version that the House will vote on next week whether to junk the RH bill altogether or to AMEND IT FURTHER.
Yes. Next week’s vote is not for the purpose of approving this version. It will merely decide whether to allow the RH Bill to reach the session floor for further deliberations and amendments.
Even if the House succeeds in passing its version, there is still the matter of the Senate passing its own separate version and then reconciling this with the House version. After Congress enacts it into law and the president signs it, anti-RH advocates will inevitably go to the Supreme Court to have it struck down as unconstitutional. The SC may or not issue a temporary restraining order.
Before all that happens, though, the RH Bill has to hurdle the House and even that is a laborious undertaking.
