MANILA, Philippines - A security and defense expert has said the Philippines does not have enough resources to buld structures on territories it claims in the South China Sea.
Prof. Rommel Banlaoi of the Center for Intelligence and National Security Studies said funding is an issue for the Philippines, unlike other claimant countries like China, Vietnam, Malaysia and Indonesia.
Banlaoi said structures built by neighboring countries strengthen their claims over contested territories.
"It's a matter of having resources. If we have resources to fortify our structures in our occupied features in the West Philippine Sea then I think we can also strengthen our position there but unfortunately we don't have much resources as other claimants have," he said.
"There are other forms to strengthen our claim but the symbol effective occupation must be demonstrated by existing facilities."
