Days of small town lottery soon over

LUCENA CITY, Quezon — President Aquino wants small town lottery (STL) replaced after it failed as an alternative game to counter jueteng, even serving as a front for the illegal numbers game.
 
“‘Yung STL as it exists as an experiment is over. Pero ‘yung when to replace it saka ‘yung review ‘nung mga kailan magla-lapse ‘yung mga contracts na binigay and all of that is part and parcel of what the PCSO and the Executive Secretary and the DILG Secretary were working on. Kasama na rin pala ‘yung DOJ dahil ‘yung review nga ‘nung contracts,” Aquino told reporters after attending the mass oath-taking of new Liberal Party members here.
 
The Philippine Charity Sweepstakes Office (PCSO) has been tasked to review the rules that it has submitted on a new game that will replace STL to make sure that the new alternative will not be used as a front for jueteng and other illegal games.

“Well… may bagong rules. ‘Yung unang pinakita sa akin ay tila hindi tinutugunan ‘yung mga nakikita kong problema. Pinabalik ko sa PCSO para nga siguraduhin na kung papayag ‘yung community meron na hindi naagrabyado ang estado at saka hindi nagiging panakip lamang doon sa illegal na mga sugalan,” the President said.
 
Aquino said that before Secretary Jesse Robredo passed away, he was working on a “comprehensive plan” to combat jueteng, the details of which were part of the papers that he left.
 
The review included a look at how much income the STL operators were having versus the income of the operators of jueteng.
 
He added that there were already “test cases” where it was proven that jueteng can be eradicated.
 
It would now be for incoming DILG Secretary Mar Roxas to continue what his predecessor had started.
 
“Actually mula ‘nung umpisa, gumagawa ng komprehensibong plano si Secretary Robredo para aksyunan ‘yang problema sa jueteng,” Aquino said. 
 
“‘Yung ipi-present na sana akin ni Secretary Robredo ito nga hong plano para maihinto hindi lang po ‘yung jueteng pero lahat ng other illegal games na kukumpletuhin nang sagutin lahat ‘nung mga tanong na ‘yung STL na experiment na naging parang panakip doon sa jueteng. Ang problema hindi nga niya naibigay sa atin ‘yung kanyang planong ito. Pero may test cases na nga sana kaming papakitaan na pwedeng i-eradicate ‘yan e,” he added.
 
“Binubuo doon sa kanyang mga papeles na naiwan at ‘pag naka-assume si Secretary Roxas ay talagang idadagdag ‘yan doon sa maraming gawain ng DILG."
